Historical Highligts of the PWU Distance Education Program
February 19, 1993
University President Dr.Jose Conrado Benitez, in his inaugural address formally enunciated the PWU policy on Distance Education as follows:
PWU is transforming itself into a University Without Walls through its distance education program built upon 21st century satellite telecommunications, computer technology and cutting-edge audio-video systems as the synergistic knowledge delivery mode.
April 1993
Organizational beginnings of the PWU Educational TV 36; Overview of structure, staffing, program and budget.
April 16-23, 1993
President's Executive Leadership Training Program (PELT), a one-month intensive live-in seminar and a one-year work training program designed to re-orient a representative cross-section of University staff and students in the dynamics of corporate personality and practice.
June 1993
Signed an agreement with ABS-CBN for the free use of one Sky Cable Channel for 3 years for educational purposes with a one-million peso-production grant.
1994-1995
Established working relationship with the United States Corporation for Public Broadcasting (PBS) and United States Information Service (USIS) World net to secure educational tapes including Annenberg tapes funded by the Annenberg Foundation.
Established communications with various embassies, United Nations Agencies and other international organizations for educational tapes.
March 1994
Launched PWU EDTV Program; operated the first and only cable television channel exclusively dedicated to educational programming.
April 18 - May 20, 1994
Selected sixteen PWU faculty members and staff for Training Internship at Prince George's Community College in Maryland,USA.
June 1995
Initiated the Philippine Educational Telecommunications Consortium (PETCO) as the first fully integrated audio and video transmission system which can deliver educational, informational and edutainment (educational entertainment) materials in key schools nationwide and eventually in the barangays and households throughout the country.
Founding institutions include: the Philippine Association of State Universities and Colleges (PASUC), coordinating council of Private Educational Associations (COCOPOEA), Technology and Livelihood Resource Center (TLRC), Fund for Assistance to Private Education (FAPE), and the Philippine Women's University.
July 25 - August 19, 1995
Second batch of 15 PWU administrators, faculty members and staff on Training Internship at Prince George's Community College.
October 1995
Conducted Echo Training Seminar on Distance Education for PETCO member schools.
December 1995
- Fifteen colleges and universities nationwide in addition to PW, signed up with the PETCO Consortium.
- Establishment of the PETCO Distance Education Corporation (PDEC) as the implementing arm of PETCO.
- Conducted Echo-Seminars for the PWU Tertiary, Secondary, Elementary faculty members.
1996
Adaptation of Annenberg tapes to Philippine Setting; echo seminars on Distance Education for various sectors of the University System; short program productions: modularization of courses; production of Word Perfect 6.0 for television; Extension classes on WP 6.0, MAED, MBA and Environment; linkages with local, regional and global institutions involved in Distance Education.

Start of Chancellor's meetings with Deans and selected faculty members on ladderization and modularization of curriculum.
January 1996
Accelerated modularization of MAED, MBA, MA Environment and Habitat, MA Social Development and doctor of Education courses for Distance Education production: continuous modularization of tertiary and doctoral courses.

Start of print version Distance Education in Tala, Caloocan City.

Negotiations with PTV 4 for airing of MAED program nationwide: intensive production and marketing on-going.

Formal creation of the PWU College of Distance Education with PDEC as its production and marketing arm.

Distance Education Institute under the leadership of Misses Linda Bruce and Mary Helen Spear from Prince George's Community College, Maryland, USA assisted by the PWU administrators, faculty and staff who trained at Prince George's Community College.
January 12, 1997
MAED course launched on PTV 4.
1997-1999
On-going modularization and production of courses for Distance Education.
1999-2001
Attemps were made to deliver courses using the facilities of the Internet and the World-Wide-Web. Under the leadership of the PWU Vice-President for IT, a group of computer programmers attempted to develop a Web application system that will deliver courses online.
2002-2003
PWU hired Dr. Antonio E. Refre as an e-Learning Consultant to accomplish the task of developing and establishing a Web application system that can deliver courses online. Together with a set of programmers worked with him, the PWU Virtual Learning Environment System (VLES) was created.
2003-2004
A customized Virtual Learning Environment System (VLES) was piloted for Master of Education (MAED) courses.
2004-2005
The VLES became fully operational. More than two hundred graduate students enrolled in the 1st Trimester of SY 2005-2006 are benefiting from the use of the VLES in their studies.
2006-2007
The VLES became fully operational in the Undergraduate program (PWU Taft and Quezon City) starting the 1st Trimester.
2007-2008
A simplified VLES was developed and implemented for students and teachers of PWU High School and JASMS Manila.
